Baku: building collapse

Not only bridges, but buildings collapse every now and then. The world lost a new building 2 hours ago ... as well as 20 people. ... Two more pictures are by the link (click on the photo)

The authorities are well a where of all buildings going up in Baku as bribe payments are required to get either official or unofficial permission to build (you just can't hide a 16 stories building in downtown Baku). Interestingly enough then the new centre of power for these bribes is Kamil Bagirov's own ministry (ministry's civil defense department) as all activities (building or otherwise) in Azerbaijan require permission from this ministry . Most of these new buildings (particularly the big ones as the one that collapsed) are owned by people very high on the political ladder i.e. ministers or similar but these people remain in the shadows while the official owners take the fall. Baku is a catastrophe waiting to happen when the next earthquake occurs as very few of the new buildings are of decent quality and have any earthquake protection.

This is all very sad. So how many stories are allowed in Baku?
